Militia Kills Over 20 In Fresh Plateau Attacks, as Jang Returned to the State

Governor Jonah Jang who returned to Jos, Plateau state capital, today after a foreign trip, was greeted with the grisly news of the killing of over 20 persons in the state. This latest development comes barely 48 hours after a report of 33 civilians, including military and police personnel, among those killed by suspected herdsmen.

Today’s attack occurred in Mavo, the Wase local government area of the state, where the suspected Fulani militia struck in the early hours of the day, and carried out the killings.

A military source told SaharaReporters that over 20 people survived with bullet and machete wounds, while many houses were turned to rubble, and burnt to ashes.

The police and the military are yet to issue a statement regarding this latest spate of fresh killings. It has caused further tension in the entire local government, as hundreds of villagers have fled into other neighboring villages. Residents have told SaharaReporters that they are afraid of even further violence, with early morning attacks by the suspected gunmen likely.

Minister of Finance tackles Budget 2014 critics

MINISTER of Finance and the Coordinating Minister for the Economy, Dr. Ngozi Okonjo-Iweala, yesterday tackled critics of the 2014 budget, saying that the high recurrent was compounded by the pension burden and the 53 per cent federal government salaries increases of 2010.
budget crisis

Okonjo-Iweala has been under fire by some critics who accuse her of being responsible for the high recurrent budget, rising debt profile and inadequate provisions for the social sectors.

But her Special Adviser, Paul Nwabuikwu said in a statement in Abuja, yesterday, “though government is continuous and the Minister has no desire to shirk her responsibilities, the effort to personalize these issues on the basis of inaccurate information must be roundly refuted.”
Okonjo-Iweala

Okonjo-Iweala

According to him, “the first point made by some Senators is that she is responsible for the rising recurrent expenditure, which according to them rose “from 69 per cent in the 2013 budget to 76 percent in the 2014”. This is inaccurate.” He said the decline in the budget base is one of the factors responsible for the upsurge in the recurrent budget.

His words, “total expenditure of N4.64 trillion in the proposed 2014 is about a 7% decline from the 2013 budget level of N4.98tr. From a mathematical standpoint, this reduction in the budget base will result in a slight increase in the weight of the recurrent expenditure in the budget, which in absolute terms, has increased from 2013 levels”.

On the pensions factor he said “it is also important to note that the country is yet to fully absorb pension’s implications of the 2010 wage increases. Starting in 2013 budget, this Administration commenced tackling the payment of outstanding military pensions, and Budget 2014 will further address civilian pensions. We have been under pressure from many quarters, including Senators, to integrate the civilian component of pension, and doing so will further increase the recurrent budget.

Will the Senators blame Okonjo-Iweala for this”?The data of the recent of recurrent budget indicated as follows: 2006 -70.1 % , 2007-64%, 2008-71.4 %, 2009-67%, 2010-64.7 %, 2011-74.4%, 2012- 71.5%, 2013-67.5% and the current year-74 %,

He explained further that the government awarded salary increases of 53% in 2010 across the board to the public service, which increased the wage bill from N856.9 billion in 2009 to N1.36 trillion in 2010.

“At the time, finances were inadequate to back this award, and the government had to increase domestic borrowing significantly to cover the shortfall. This rise in government domestic borrowing, from N524 billion in 2009 to N1.36 trillion in 2010, is clearly the singular cause of the country’s rising domestic debt profile, from 14.83% of our Gross Domestic Product, GDP, in 2009 to 17.98% of GDP in 2010.”
Nwabuikwu contended that Dr. Okonjo-Iweala was not in government when those events took place.

According to him, the President Goodluck Jonathan administration has focused on reversing this trend.
His words, “since 2011, various measures have been introduced, leading to a steady decline in recurrent expenditure from 74.4% in 2011, to 71.47% in 2012, and then to 67.5% in 2013 However, it is important to note that under the proposed 2014 budget, the recurrent expenditure will rise to 74%, for two reasons:
On the issue of excessive borrowing, Mr. Nwabuikwu said that domestic borrowing has reduced, from N852 billion in 2011 to N588 billion in 2013, a borrowing of N572 billion proposed in the 2014 budget.

“Furthermore, for the first time in the history of our domestic debt, the Finance Minister ensured the repayment of N75 billion of our domestic bonds. She further set up a sinking fund of N25 billion per annum to support the retirement of maturing bonds as above, rather than roll them over. This is directly contrary to the allegation that she is responsible for excessive borrowing within the economy”

He stated that a new strategy has been adopted with regard to foreign debts as external borrowing from multilateral finance organizations like the African Development Bank, China EXIM Bank, and the World Bank now come at “zero or very concessionary interest rates”

The spokesman said further, “while it is important for us to debate the budget, it is also behoves us not to misinform Nigerians, demonise individuals based on false information and mischaracterize the nature of budget development in the country. A large number of lies are being told against the budget by those who do not care about the impact of their falsehood on the economy and the image of the country.”

Best ways of preventing piles, says A Doctor

Adequate water intake and consumption of healthy meals are keys to preventing haemorrhoids or piles, an Abuja-based medical doctor, Dr Kingsley Umeh has said.
medical practitioner

Umeh told said in Abuja on Thursday that most people did not get enough fibre in their diet, because they would not eat enough fresh vegetables and fruits.

According to Umeh, haemorrhoids are enlarged veins that have occurred in the rectum due to constant strains during bowel movements.

He added that it can be external and internal in outlook, thereby making the patient very uncomfortable.

“Diet, intake of plenty of water and reduction of salt intake are antidotes; salt leads to fluid retention which in turn causes your body to swell, including the blood vessels causing haemorrhoids

“Remember, most haemorrhoids can be avoided by maintaining a healthy lifestyle with lots of fibre-rich fruits and vegetables.”

Umeh explained that haemorrhoids could also be caused by sitting on the toilet for a long time, carrying heavy items, being overweight, having diarrhoea and constipation.

“Those ones that occur in the rectum are called internal haemorrhoids, while those which occur around the anus are called external haemorrhoids.”

He said that there could be the possibility that it would affect about 50 per cent of men before they reach the age of 50 years.

According to the doctor, symptoms are usually swollen, painful and bleeding rectum, causing a feeling of pressure.

“You might notice a streak of blood on the outside of your stool or on the toilet paper when you wipe your bottom or splashes of blood on the toilet bowl.”

Umeh said that there could also be a feeling of discomfort when cleaning up after passing stool, hence the need to avoid the use of toilet tissues.

He, however, advocated for the constant use of water for cleaning oneself.

Highlighting the causes of haemorrhoids in pregnancy, Umeh said that the process of childbirth and the increased pressure of the weight of the baby on the child in the anal area could trigger it.

He added that it dissolved naturally after delivery of the baby.

Umeh said that it was important for people to avoid straining while passing stool, as increased pressure on the rectum could lead to inflammation of the haemorrhoids.

He stated that people should be aware that they should pass stool immediately nature calls, not delaying it till some other time, as such could also make the stool to be hard.

Umeh said that most haemorrhoids were manageable, stressing that it was only in severe cases that surgery could be considered

Scammer!!! As Court sentences Estate Agent to 15 months imprisonment Over 8.3 million Fraud

An FCT High Court on Thursday sentenced a 58-year-old Estate Agent, Omole Agboworin, to 15 months imprisonment for breach of contract and diversion of N8.3 million belonging to Federal Ministry of Education
estate agent jailed for 8.3 million fraud

Justice Abubakar Umar gave the sentence without option of fine.

The judge said in a criminal trial, the sole issue for determination was whether the prosecution proved a case against an accused beyond reasonable doubt.

Umar said the prosecution in this case had proved all the charges against the convict.

He said that the accused, through his confessional statement before the EFCC admitted that he was given the money to rent apartment for the Permanent Secretary of the ministry.

“The confessional statement indicated that the convict converted the money to his personal use,’’ he said.

Umar held that the convict breached the contract because he did not inform the Ministry about his intention to divert the money for his personal use.

“I am satisfied with the submission of the prosecution and it is on record that the convict had earlier jump bail during the trail and a bench warrant was issued against him.

“ He also failed to attend his trial three consecutive times. This lackadaisical attitude is uncalled for” he said

The judge convicted Agboworin based on the provisions of section 309 of the Penal Code which prescribed a maximum sentence of two years imprisonment. (NAN)

Tension! As Religious Crisis Sprouted In Osun School

Tension, yesterday, enveloped a popular school in Osun State, the Baptist High School, Iwo, as the students wore different dresses that suited their religious inclination to school.
The students, thereby, defiled the state government uniform specification recently introduced in all public secondary schools in the state as part of the schools reclassification programme.
religious crisis in osun

Apart from the riotous outfits, the students also sang different religious songs while on the assembly for the morning devotion.
While the Christian students who wore white garments sang Christian songs, the Muslim students who appeared in veil sang Muslim songs.

Worried by the development, the school authority hurriedly sent the students to their various classrooms and informed the state Ministry of Education of the development.

Reacting, the state Commissioner for Information and Strategy, Mr Sunday Akere said government was aware of the development and was making efforts to bring sanity back to the system.
He said officials of the state Ministry of Education have been drafted to the school to prevent further breakdown of law and order.

Good News: The Adeniran Ogunsanya College of Education (AOCOED) , Ijaniki reduces tuition fees

The Adeniran Ogunsanya College of Education (AOCOED), Otto- Ijaniki, Lagos, has reviewed downward its tuition fees following protest by students on the recent hike.
Aocoed

Speaking to the News Agency of Nigeria (NAN) on Tuesday in Lagos, the college’s Spokesman, Mr Odunayo Adebowale, said management and the students’ representatives had met with the state government.

“Both parties have resolved the disputes, it was jointly agreed to reduce the tuition fee from N120,000 to N95,000,“ he said.

The students of AOCOED on Monday protested over hike in the tuition fees and the delay in the release of their first semester results among other demands.

The protest came few weeks after the protest by students of the Lagos State University (LASU) over similar grievance of hike in school fees.

The management and representatives of the students met on February 3 with the Directorate of Higher Education in charge of Tertiary Institutions to resolve the disputes.

According to him, the protest is uncalled for because the management has begun the process of resolving the disputes before some students decided to demonstrate.

Adebowale said no life was lost during the protest as security agents promptly arrived at the scene to calm the situation, adding that normalcy had returned to the campus.

“The school was not shutdown, some students barricaded the gates and their actions made other students to flee from the campus, “ he said.

However, a member of the Students’ Parliamentary Council, Mariam Salami, told NAN that the protest became necessary because most students were yet to pay their fees due to the hike.

She said that the union had made several consultations to resolve the disputes with the management which demoralised the students and that pushed us to a peaceful demonstration.

She said that the obstruction of movement on Lagos-Badagry Expressway resulted to traffic gridlock, while students fled the campus for fear of the unknown. (NAN)

An 18 year-old scavenger was sentenced to 8 months imprisonment

An Abuja Grade 1 Area Court, sitting in Kado on Tuesday sentenced a scavenger, Yakubu Jibril, 18, to eight months in prison for vandalism.

He was arraigned for joint act, criminal trespass and theft.

The Presiding Judge, Alhaji Ahmed Ado, sentenced the convict without an option to pay a fine after he pleaded guilty.

Ado, however, gave the convict an option to pay nine thousand naira.

“The punishment is to make you change your lifestyle from that of crime to being a good citizen,” he stated.

Earlier the Prosecutor, Mr Simon Ibrahim, told the court that the convict and one other, now at large, trespassed into Globacom Communication Company Ltd and vandalised water pumping machine.

Ibrahim said that one Tosin Adiel, a security guard attached to the company in Wuse 2, Abuja reported the matter to the Utako Police Station on Jan. 30.

After the convict’s guilty plea, the prosecutor prayed the court to summarily sentence him under Section 157 (1) of the Criminal Procedure Code.

The section states that “if an accused admits that he has committed the offence of which he is accused, his admission shall be recorded. It adds that this must “be nearly as possible, in the words used by the accused and if he shows no sufficient cause why he should not be convicted, the court may convict him accordingly’’.

He said the offence contravened the provision of Sections 79, 287 and 427 of the Penal Code. (NAN)

Govt Blow: Senate rebuffs APC

The Senate leadership has perfected plans to rebuff attempts by the All Progressives Congress, APC, to shut down government by stalling the appointment of seven of the 12 ministerial nominees recently submitted to it.

The Senate leadership in a show of strength, Vanguard learnt last night, was determined to set aside a Senate convention that the APC senators were planning to adopt to stall the confirmation of the targeted nominees in continuation of the party’s protest of alleged reign of impunity in Rivers State.
government

Seven of the 12 ministerial nominees had been targeted for the APC offensive at the Senate screening that is to commence tomorrow.

The rebuff by the Senate leadership follows the equally strong snub of the APC plan to stop consideration and passage of the 2014 budget. The Senate is set to forward the budget to its committee on supply for defence before Senate committees by the Ministries, Departments and Agencies, MDAs of the Federal Government.

Meanwhile, a meeting between the Senate President, Senator David Mark, and 11 senators who last week served him with a letter of their defection from the PDP to the APC was yet to hold at press time yesterday. Senator Mark, according to sources, waited in vain for the senators in his office but none of the 11 senators turned up.

The seven targets of the APC offensive were General Aliyu Gusau (rtd) from Zamfara State; Senator Musiliu Obanikoro (Lagos); Boni Haruna (Adamawa), Hon. Mohammed Wakil (Borno), Abdul Oyewale (Osun), Tamuno Dangogo (Rivers) and Dr. Khaliru Alhassan (Sokoto).

The APC had at the end of a National Executive Committee, NEC, meeting penultimate Thursday asked its members in the National Assembly to frustrate the passage of executive bills including the 2014 budget and the confirmation of executive appointments.

The plan to stop Obanikoro, others
The seven nominees from states controlled by the APC, it was learnt, were to have their nominations derailed through the application of the Senate rule that gives latitude to senators from a state to approve any nomination from their home states.

Senator Obanikoro, it was learnt, had been especially targeted by the three APC senators from Lagos State who it was learnt had planned to openly reject him. Senator Obanikoro was a member of the Alliance for Democracy, AD and a strong ally of the APC national leader, Asiwaju Bola Tinubu until he defected to the PDP in 2005 while serving in the Senate.

Besides the seven, there were also fears that the APC was also tapping into sentiments among senators of the Peoples Democratic Party, PDP, to also derail the nominations of the two female ministerial nominees from Niger and Kaduna states. The two women were nominated by governors presently in political conflict with their PDP senators. Asabe Asamu Ahmed, presently Special Adviser to the Governor of Niger State was nominated by Governor Babangida Aliyu who is pitched in battle with Senator Dahiru Kuta over the 2015 Niger East senatorial contest.

Senator Ahmed Makarfi (PDP Kaduna North) is also believed to be enstranged from Vice-President Namadi Sambo who is believed to have forwarded Mrs. Laurentia Mallam as the ministerial nominee for Kaduna State.
At press time, it could not be confirmed if the two senators would be joining the APC plans to oppose the two nominees from PDP controlled states.

Under the Senate convention, at least two of the three senators from a state should give approval to any nominee sent to the Senate for confirmation by the president.

Ahead of the confirmation hearing beginning tomorrow, a very senior senator, privy to the discussions at the Senate leadership meeting, yesterday told Vanguard that the convention was going to be set aside.

“We are not going to uphold that convention and if there is any person who is not qualified for any reason, we will deal with that. But if any person is qualified, we will not get involved in their local politics,” one senator within the leadership told Vanguard yesterday.

“We are going to deal with it as statesmen,” the senator confided on the condition of anonymity.

Defecting PDP senators shun Mark
Meanwhile, the 11 senators who changed from the PDP to the APC, yesterday, boycotted the scheduled meeting with Senator Mark. The meeting had been proposed by the Senate President to sort out issues arising from the refusal of the Senate presiding officer to read out the letter of defection submitted by the 11 senators.

But investigations revealed that Mark waited for the 11 Senators in his office for over four hours, yesterday, but none of them showed up for the meeting.

It was further gathered that the leader of the defecting Senators and former governor of Kwara State, Senator Bukola Saraki who was said to have travelled to Kwara State was still being expected at press time, yesterday.

A principal officer who spoke to Vanguard on condition of anonymity on the aborted meeting said “they (11 Senators) complained they were not given any specific time and that Senator Saraki travelled to Kwara State.”
He said that the meeting was shifted to the Senate President’s residence in the evening and that Senator Mark was ever willing to meet with the senators anytime they are ready.

But one of the 11 Senators told Vanguard that they could not attend the meeting because there was no formal communication to them that they were meeting with the Senate President.

Reminded that the Senate President waited for them in his office from 10am to 2pm, yesterday, the Senator said: “If the Senate President calls us, we are to wait for him and not for him to wait for us.

“He is our leader, and because of the mutual respect we Senators have for one another, no Senator will invite another Senator without the Senator honouring the invitation.

“Some of us who are his juniors look at him as our elder brother. But why are you journalists so much interested in defection, why are you not worried about the national conference, why are you not worried about insecurity in the country, about impunity going on in Rivers State?”

He further said: “You are aware that 11 of us signed a letter, whether they read the letter or not on the floor, it makes no difference, it is not a big deal. Even if he reads the letter are we going to form another chamber?

“We are all together as a family in the Senate”.

Oshiomhole At War with Edo APC leaders over party’s registration

BENIN—AHEAD of Wednesday’s registration exercise of All Progressives Congress, APC, in Edo State, there is uneasy calm between Governor Adams Oshiomhole and some leaders of the party, led by former governor of the state, Chief John Odigie-Oyegun, after the leaders complained of being shut out in the exercise.

Indication of the crisis emerged last week, at a leadership meeting where the governor announced the names of three persons selected from the state, who will work with the two national officers to conduct the exercise in the state.

Former South-South Vice Chairman of the party, Pastor Osagie Ize-Iyamu, who is one of those eyeing the Osadebey Avenue after Oshiomhole, faulted the nomination of Godwin Adenomo as the member representing Edo South district in the committee.
His argument was countered by majority of the leaders, including the deputy governor, Dr. Pius Odubu, and the nomination of Adenomo was accepted by the leaders.

But there was a twist on Sunday between the leaders and the members, who came from Abuja to conduct the registration exercise, when Chief Oyegun complained that they were not involved in the nomination of those to carry out the exercise in the state.

It was learnt that Oshiomhole, who was shocked by Oyegun’s outburst, reminded him that same issue was raised at a previous meeting and was settled amicably. The governor wondered why the former governor decided to raise same issue at the meeting. Vanguard learnt that the governor expressed disappointment and insisted that the list will not be tampered with.

When contacted, the Political Adviser to the Governor and Leader of Edo Solidarity Movement, said: “Anyone who wants to steal the structure of the party from the governor is wasting his time because it will not work. They said they want the Binis to speak with one voice.

Is politics Igue festival? Some of us decided to shun the meeting called by Chief Oyegun last time because we knew that those behind the meeting were not sincere. As leader of ESM, I cannot allow any body to take the governor for granted. That is what is happening and we will not allow it.”

Nigeria’s anti-gay law draconian — Pocock

ABUJA — The British High Commissioner to Nigeria, Ambasador Andrew Pocock, has described the anti-gay law recently signed by President Goodluck Jonathan as draconian, saying that informed his government’s opposition to it.
anti gay law

Speaking at the reception for Nigerian Chevening scholars in Abuja, Ambasador Pocock said the law was also likely to conflict with provisions of the Nigerian constitution that guaranteed the rights of the citizenry.
He dismissed as incorrect the perception of western antagonism to the law, insisting that the law would not affect the cordial relations between Nigeria and United Kingdom.

He said: “We think it is unnecessarily draconian, it seems to us to be at least potential in conflict in terms of its penalties with parts of the Nigerian constitution that defends individual rights and with parts of international instruments that Nigeria is a party to.

”We have expressed our disappointments as well as many other Nigeria’s international friends. Because we look very much at our relationship with Nigeria as a partnership we feel we can speak plainly to each other without threatening the basis of the relationship, so we have done that in this case; we hope now to be able to move on.

“There is a myth going on around that western countries have been trying to force Nigeria to accept same sex marriage, we have never tried to do that, no western country is trying to force Nigeria to accept this, that is a matter for Nigerian.

“Our disagreement with Nigerian government over this piece of legislation is in no way connected to our development programme.
“Our development programme is based on objective criteria on analysis of the needs of poor people in this country and wish also to bring input of many kinds into addressing some of the fundamental causes of poverty and of conflict in this country, those things remain extremely important to us and we think they are also very important to Nigeria.

“So we have no intention of linking our aid programmes driven by those fundamental requirements to a question like legislation. So as I said we can express our disappointment and find ways of addressing it but it is not linked to our development programme.”

Chelsea Ended City's Unbeaten Run

Chelsea outlined their credentials as genuine title contenders by muscling their way past favourites Manchester City with typical power.
chelsea beats the blues

Manager Jose Mourinho had claimed he was preparing his side for a challenge next season but few believed him and, mind games or not, Branislav Ivanovic's solitary strike means his team are now well and truly in the hunt for Premier League honours, level with second-placed City and only two points behind Arsenal. Mourinho's methods may come in for criticism but he does know how to set up a team to get a result and Chelsea's approach in the first half of this 1-0 win was spot-on.

Many predicted they would come and "park the bus'' as they had done in a dour encounter the last time they were in Manchester across the city at United.

But that was not the tactic in which became the first side to end City's 61-game run of scoring at home in the league stretching back to November 2010, when a less-celebrated Birmingham team achieved the same feat. Central defender David Luiz playing the holding role in midfield alongside Nemanja Matic gave the four players in front them freedom to press, harry and hurry their City opponents.

Eden Hazard led the attack but the relentless running of Willian and Ramires ensured Chelsea, while maybe not playing the best football, posed the greater threat. City, without injured leading scorer Sergio Aguero, created a number of half-chances but the visitors looked the more likely to score and ultimately did.

City's midfield powerhouse Yaya Toure made his presence known in the penalty area, firing one shot over and then driving past Matic to set up David Silva to whip a shot across goal and wide of the far post.

Chelsea, who had already had the ball in the net when the excellent Hazard squared for Samuel Eto'o only for the Cameroonian to be flagged offside, regularly counter-attacked with verve and venom - which is a trait familiar to Mourinho teams. How they did not score when Willian found himself four-on-two after Martin Demichelis lost the ball deep in Chelsea territory at a City corner was a mystery.

The Brazilian probably held onto the ball for too long and most definitely picked the wrong option of Ramires to his left, with Hart punching away his shot, with experienced striker Eto'o to his right. City's goalkeeper could do nothing about Ivanovic's thunderous 32nd-minute strike though, with the Serbian smashing home left-footed after Ramires' shot had been blocked by Vincent Kompany

The ever-dangerous Hazard tested Hart low to his left before skipping past right-back Pablo Zabaleta with ease and crossing for Eto'o - who hit the bar. City, well off their game, were fortunate to be only one down at half-time and although Toure drilled wide from Dzeko's lay-off early in the second half Chelsea continued their relentless pursuit of their prey.

Stevan Jovetic replaced Alvaro Negredo, the 23-goal striker having barely had a touch never mind a chance, but Dzeko could equally have been the one to make way. Mourinho continued to prowl his technical area making minor adjustments, with the instructions increasingly pragmatic as they looked to hold on to their lead, happy to let his side continue to counter from deep and threaten at set-pieces. Matic hit the bar from distance and Gary Cahill headed against a post at a corner but the onus was placed firmly on City to come and break them down.

Silva's curling free-kick had Petr Cech scrambling to his left to tip over, before the Spain international bundled a shot wide when he should have hit the target. Mourinho was enraged when last defender Matija Nastasic was only booked for hauling down substitute Oscar on the halfway line but it was not a pivotal decision. That had been made by the Portuguese himself with his pre-match planning, seeing his side become the first team to do the double over City since Everton in 2010-11.

Cech's save from Jovetic and Nastasic's sliced volley, both in added time, summed up both Chelsea's resilience and City's frustration.

“If you have somebody in your mind you will want me to support, I will gladly have supported the person. I mean what I am saying because the power is in your hands; not in any other person. It is only people like you and God that can determine my future, no other human being can," he said.

He however, thanked
stakeholders and leaders from Ezeagu Local Government Area of the state for their support and solidarity visit to his residence.
